I do not agree with you entirely on this point. Sometimes the cause for
marking the bug bogus is so obvious that requiring the developer to add
comments is only an annoyance not to mention redundant. In fact it may promt
developers to put short non very descriptive messages simply for the perpouse
of avoding the 'you must comment to bogus'.
