The cURL package is installed and working correctly. I am in the process of
testing right now and from what I can tell the package doesn't seem to know
to use the https transport even though the wsdl file url is
https://something....
If I can come up with anything I will post here. Thanks

You have to have the cURL extension loaded. I haven't done any testing
with it.
