You are properly facing this bug also:

AFAIK the problem is coursed by the SOAP client not using the credentials
when fetching the WSDL in which case the username and password but be
provided as part of the url to the WSDL.
$client = new SoapClient(http://userid:pwd@tld/path/to/file.wsdl
<http://path/to/file.wsdl> , array("login"
=> "userid", "password" =>
"pwd");
