The error I am recieving is: Fatal error SoapHeader:SoapHeader(): Invalid parameters. Invalid namespace in soaptest.php on line 20
Basically the namespace you are giving to the client with 'uri' option is invalid.
Because you are using the WSDL mode of the client, I think you can safely remove the 'uri' option form the SoapClient constructor.
