help with namespace uri?

I'm having a really hard time understanding what the namespace uri actually does and where it should point to. I've read the soap specs at w3.org and also read a soap book, but neither of them really tell me what the heck it's for, other that a refering to it as a uniform resource identifier and i guess i'm supposed to already know all about that? please help???
