server accepting DIME attachments?

Okay, can somebody *please* give me an example of a PHP SOAP Server accepting DIME attachments? There is absolutely no documentation, and I'm stuck.
Assume I have a function defined in my server class thusly:
$this->__dispatch_map['ReceiveDIME'] =
array( 'in' => array('data' => 'base64Binary'),
'out' => array('retVal' => 'boolean'),
);
So then further down in my server class I have
function ReceiveDIME($data) {
// TODO
return true;
}
How do I use the data that was encoded as a DIME attachment? I'm lost here. I'd appreciate any assistance.
