Bug description:Program Startup and superglobals
Description:
------------
https://github.com/php/php-langspec/blob/master/spec/04-basic-concepts.md#program-start-up
This makes no mention about how various super-globals like $_SERVER and
$_GET and $_POST can be setup by whatever mechanism invokes the initial
script. This isn't important in the command-line script use case, but it
is in the web request use case.
