Question regarding PHP on NT

Can someone please help straighten me out on this one?
1. PHP3 runs on NT as a CGI binary?
2. PHP3 running as a CGI binary make some functions not work?
3. If so, what are they?
4. PHP4 can run as an ISAPI (I think) module, similar to an Apache
module which gets around the problems associated with running it
as a CGI binary?
I'm asking this as I'm considering going back to my old hosting company
as a) they've just started using MySQL as well as their older ODBC
support, and b) if the above is true, then PHP4 will let me do all the
authentication wonderment that I want.
