You can do it through the registry. If you create, under HKLM\\Software, a new branch named PHP, and under it, a new branch named 'Per Directory Values', you can simply add directory names there as you see fit. Then, you can populate the branch with string values, with the same semantics as the php.ini (no scripting skills though, you can't use E_ERROR|E_NOTICE or stuff like that). E.g., HKML\Software\PHP\Per Directory Values\InetPub\wwwroot\PHPFiles\MyApp Containing a string key: safe_mode => 1 Would turn safe mode for C:\InetPub\wwwroot\PHPFiles\MyApp. As you can probably see, you can't specify the drive letter; The registry code currently only cares about the path (so it would apply to D:\InetPub\wwwroot\PHPFiles\MyApp as well). At least, that's what I can tell from looking at the code - I definitely don't remember what's going on in there, I wrote it well over half a year ago (I think).
