PHP4BETA and php.ini not worki

I was having trouble in beta 3 having it recognizing changes to my /usr/lib/php.ini files. Now, any changes I make to /usr/lib/php.ini is not taking effect. I've compiled PHP into Apache, so when I make a change to php.ini, I restart the Apache server. But none of the changes take effect as reported by phpinfo(). PHP4b4 is running fine, except for this one problem with the .ini file. The command phpinfo () reports that the configuration file directory is indeed /usr/lib/php.ini, but when I change the .ini file and restart the server, the phpinfo () command does not show the changes taking effect. I'm really stumped. Any ideas would be appreciated. Thanks. (Note: you can see the orginal problem below). I`m running PHP 4B3. When I edit the /usr/lib/php.ini file a change a variable like "upload_max_filesize", the change is reflected in the php3info page. However, when I change the "memory_limit" variable, no matter what I change it to, it always stays 8388608. I am stopping and restarting the Apache server between changes to the .ini file.
