If you get this behavior, it's a bug. However, I cannot reproduce this bug - functions definitely do clear themselves in between hits. Could you try to find the most simple test case that reproduces the problem? (i.e., a single file with no frames, and with just a few lines of PHP code; try to see if a page that only includes a function declaration yields an error if it's loaded repeatedly).
