When the error happens in the context of a parsed statement, you should
pass the parsed statement handle to OCIError instead of the connection
handle.
If you would like to see an example of where each type of handle should be
passed to OCIError, look here for this DBMS independent package to
interface with databases named Metabase that comes with a OCI driver that
you may see how it is done:
