PHP.ini file includes

The .dlls used in PHP4 B4 are they the same ones as those used in PHP3 v.15? If so, why does the prototype ini file list them as php_xxx.dll while the PHP3 ini uses PHP3_xxx.dll? I have even tried using a dl() to see if they would include and they fail to load. I get :Fatal error: Unable to load dynamic library 'c:php3php3_mssql.dll' or Fatal error: Call to undefined function: mssql_connect() in C:InetPubwwwroottestscriptstestvars.php on line 7 if I try to default include the dlls. If the dlls are actually different where can I get the correct ones? I really can't do sysgens where I work so I need precompiled dlls to submit to change control for implementation in my test environment.
