Turkish characters

Hi All,
I want to show ISO 8859-9 character set(Turkish) in browsers.
I am using Apache 1.3.12 as web server with php 4 beta 4.
With HTML, it is okay, i can see turkish characters with IE, in the same
file, embedded .php script, doesn't produce what i expect to see.
Has anyone any idea?
