Everything is explain in the O'Reilly book "Writing Apache Modules with Perl
and C".
Plus you can get mod_perl/Apache RPMs just about anywhere to get started
immediately. Personally, I'm sold on PHP and only write in Perl when I need
too.

The modules written using mod_perl are not compiled into the server. You
can find more info at http://perl.apache.org/
I think that this is above and beyond wht is planned for PHP, at least in
the near future, but I could be wrong.
Personally, there is a reason I use PHP instead of mod_perl, and I do not
really want to see PHP move /TOO? far in the "perl-emulation" area.
