Local php.ini files on Win NT...

All working fine except for local php.ini files. My main php.ini in the
WinNT directory is working fine but any other php.ini files I put in my web
directories are seemingly ignored. Can someone confirm if this should work
or not? I would use htaccess files but as my php is CGI that is out of the
question; isn't it? I mainly want this working for setting individual
include_path's, session settings and auto_prepend_file's.
Basically, can I have individual php.ini files in each web directory that
override the main settings and if so, what do I need to do to get them
recognised.
