file.php includes cms-admin.php.
cms-admin.php includes admin.php.
With PHP4 on Linux/Apache, this works fine. On PHP4 for NT, cms-admin.php
will try to include "cms-admin.php" again instead of "admin.php", causing the
expected sort of errors with function definitions. Renaming "admin.php" to
"admin-func.php" solves the problem.
