For starters, pick one server API (servlet) or another (apache) and stick
with it.
If you wish to integrate PHP with Tomcat, drop the --with-apache. You are
still free to integrate Tomcat with Apache via JServ/ajp.
If you with to integrate PHP directly with Apache, drop the --with-servlet.
I've always used --with-apxs instead of --with-apache, but I don't know why
that wouldn't work (supporting shared libraries used to be a PHP wide build
option, but this is no longer the case)
