Include is requiring full path.

I have some code that worked with an update from cvs on friday but now
on sunday the include function is requiring a full path in order to find
the include file. I believe it used to have the webroot directory as
one of the include paths. Now it seems this is not automatic anymore.
Is this a bug or a new feature? I don't see anything in the NEWS,
ChangeLog, or this list. If I left some info you need just let me know.
