[PHPBETA4] exec'ing a program under WIN32

Every time I try and 'exec' or 'system' a WIN32 console program I get the Perl
message:-
Warning: Unable to fork [dir c:\x.exe]
I am using the IIS version of PHP4 RC1 on Windows NT4 Server.
Has anyone else come across this problem.
