get_browser still broken?

i'm running win2000, IIS 5, and just installed php4rc2 in the hopes that
get_browser would work. I'm running php as an isapi filter.
in php3 get_browsers works just fine for me, but php4 returns an empty
object. the example from the manual gives me "0:".
Am I missing something here? or is get_browser still broken?
