fopen wrapper extension to support resume

I'm patching fopen-wrapper.c to support ftp and http resume.
At the beginning i thought to add a third optional parameter to fopen to specify
the position to start from, but looking at the code there is already a third
optional parameter to specify an include dir.
How should i implement this extension to follow php coding standard and to have
my patches added to php?
