Actually, APXS copies the library to its destination place. So,
you would have to edit
which apxs to fix it.

1. Don't do it
2. Read the section "USING PHP 3 AND PHP 4 AS CONCURRENT APACHE
MODULES" in the INSTALL file of PHP 4.0
