problems with apxs

I am trying to build php4 with apache and DSO. The configure portion of
php4 whines with this error message

my apxs script looks like
my $CFG_CC = q(gcc); # substituted via Makefile.tmpl
my $CFG_CFLAGS = q( -funsigned-char -DUSE_EXPAT -I../lib/expat-lite
../apaci);
# substituted via Makefile.tmpl
my $CFG_CFLAGS_SHLIB = '-fpic -DSHARED_MODULE'; # substituted via Makefile.tmpl
my $CFG_LD_SHLIB = 'gcc'; # substituted via Makefile.tmpl
my $CFG_LDFLAGS_SHLIB = q(-shared); # substituted via Makefile.tmpl

Looks like a match to me. What could I be missing and what can I fix to
make this work?
