I can't think of any other module where the user specifies the path to the
library. If I install a lib+header-files in /usr/local it is common that
the library goes into /usr/local/lib and the header-file goes into
/usr/local/include. A an administrator I wouldn't like to put everything
into /usr/local.
Does that make sense?
