php.ini not recognised

I just did a fresh install of php-4.0.0
when I do a phpinfo()
it has Configuration File (php.ini)
Path
/usr/www/waples/conf
the php.ini is in there but it won't take any notice of the settings -
Ive stoopped apache and restarted it, ive restrted it but it wont take
anynotice of the changes-
It wont even take notice of the one in /usr/local/lib
my configure is
'./configure' '--enable-track-vars' '--enable-trans-sid'
'--with-apache=../apache'
'--with-mysql'
'--with-pgsql' '--with-gd=/usr/local' '--with-ttf=/usr/local'
'--with-gettext'
