I thought we were going to be changing it to something like:
#if HAVE_SYSTIME_H
PHP_FE(foo, NULL)
#else
PHP_FALIAS(foo, not_in_this_build, NULL)
#endif
and PHP_FUNCTION(not_in_this_build) would print out the above message.
Much cleaner, in my opinion.
