Use a serialized hash to store the old values, and pass that one hash from
page to page.
Each page adds new values to the hash and then re-serialises the hash to put
it in the hidden field.
I usually move within different portions of the same page, so if a
submission was incomplete I can easily show the section that still needs
completing.
