Can you catch such a post (that doesn't work consistently), entirely with
headers and post it (if it's less than 4K it would be acceptable)?
I see you are running Russian Apache. Are you sure this is not some
interference (what happens when CharsetDisable is On? what happens if you
use vanilla Apache instead of Russian one? Have you CharsetRecodePost - or
how is it named - on or off?)
