The ISAPI PHP extension is *NOT* in production quality yet. Consider it beta, and know that it contains bugs. If you have 25 simultaneous connections - you shouldn't be using the ISAPI extension. To be perfectly honest, it's quite a miracle you didn't notice instability in lower loads than that :)
Anyway, we are working on stabilizing the ISAPI module, but due to the relatively 'hostile' multithreaded environment, it'll probably take time. A big step towards achieving this stability is the Virtual Directory system that Andi implemented, which will most probably be introduced (at least optionally) in PHP 4.0.1. But then too, don't expect the ISAPI extension to be rock-solid quite yet.
To be on the safe side, you'd have to use the CGI binary (php.exe), which would be considerably slower.
