Building configure script

Hello, I have just tried to build PHP 4 retrieving the files from the CVS repository. I tried to do autoconf but it seems that there is no configure.in but configure.in.in. I tried doing autoconf configure.in.in but I got the following errors. I am using autoconf 2.14.1 but I have already tried version 2.13. I am using Automake 1.4a if that matters.
