I could be wrong, but if I remember correctly from the last time I installed php as a CGI (and it was a long time ago and I only did it the once :) I had to put it in the cgi-bin to get it to work. I seem to remember putting it outside of the cgi-bin caused wierd parse errors where it looked like it was trying to execute the binary itself, which is what you seem to be getting. Might be worth a shot.
