There are two CVS servers you need to access for PHP 4.0 - PHP's CVS, and Zend's CVS. First, obtain the php4 tree. You can get that from :pserver:cvsread@cvs.php.net:/repository (password is 'phpfi'). Then, cd into the php4 directory, and checkout libzend and TSRM from :pserver:cvsread@cvs.zend.com:/repository (password is 'zend'). Afterwards, you should simply run ./buildconf and get started.
