php.ini and dll

Is the php.ini file supposed to work with the dll?
I changed the include_path in php.ini and phpinfo() doesn't seem to reflect the
change. The php.ini was placed in the following folders:
php4 (home of the dll)
winnt (the windir directory)
winnt\system32
windows (a dummy directory - I am getting desperate here)
root (c:\)
What am I doing wrong?
