I just built PHP4 B2 on OpenBSD 2.5. There was a build
problem in libzend/config.unix.h, which uses the #define
RTLD_NOW for some kind of library loading, I guess.
Poking around, I found RTLD_LAZY is defined, so I substituted
that. Not good form, of course, but that did allow me to get
PHP built and running as a module in Apache 1.3.6.
