PHP4 and APXS = poo?

I compiled and configured Apache 1.3.9 with
./configure --prefix=/usr/local/apache \
--enable-module=most \
--enable-shared=max
this gave me a nicely working Apache, no probs there.
I compile PHP with APXS:
./configure --with-apxs=/usr/local/apache/bin/apxs \
--with-config-file-path=/usr/local/apache
It seems to compile ok, but when I try to make it I get...
...
ranlib libmodphp4-so.a
...
apxs:Break: Command failed with rc=16711680
make: ***[libphp4.so] Error 1
Anyone have a clue what's going on?
