Just a small convention I want to follow in php4 - in function
declarations (in .h) files, please don't use the 'extern' prefix. It's
redundant; Having it prefix only the variables is much more helpful (easy
to find the globals, etc). Right now most of the code doesn't follow this
convention, but I want to work slowly towards it.
The only time where 'extern' is required before a function declaration is
when you declare an inline function (that's gcc specific).
