Ok, this is already fixed in my private tree (which uses
libtool, thus zend_config becomes obsolete).
In the meantime, edit
apache-1.3.x/src/modules/php4/libphp4.module
and change the reference from
libzend/zend_config
to
/where/php4/lives/libzend/zend_config
