PHP working (ish) under Windows 98

A couple of days ago I asked about getting PHP4 up and running under Windows
98. After re-installing my system I have been able to get it working (sort
of). The PHPInfo works, and links between PHP files which pass variables
work too.
However, I cannot get it to work with form variables. If I have one form
field on a page (for example 'name') and try to submit that to another page
it just hangs there waiting. If I click on a link to the page, for example
secondpage.php?name=adrian
then it works fine.
Is this a bug?
I am using Windows 98 with a UK system, running Microsoft IIS4
