This is by no means a PHP issue. This is a web server issue and it is on
the TODO list for Apache 2.0 or 2.1.

That's probably true, but not something that runs our lives. It is cool
that a lot of people use PHP, but we are not going to jump through hoops
for the sole purpose of inflating the usage numbers.
