The problem with authentication by IP address is that most dial-up providers dynamically assign you an IP address each time you log in. So if you try to authenticate by IP address for John Doe based on his IP address when he subscribed you most likely will reject him because his current address is different.
A better solution would be to use cookies. Or the standard username/password method.
