PHP_OS and PHP_VERSION constants

I noticed the the PHP_OS and PHP_VERSION constants are commented out of
libzend in PHP4Beta. The comment says "Should migrate back to PHP." By
this I'm assuming, the Zend authors want these out of Zend-proper and in
the PHP-specific code. Is this planned? Is it a matter of tuits, or is
there still some issue to be decided?
