nyah.. as i would of thought that problem was lying on my side ;)
for those that have the same problem, i found that (as root) my LC_ALL
envrionment variable was "en_US", when i changed this to "default" (as the
sybase user has it) restarting the httpd server manually works..
thanks for joey and randy for saying it could be an environment problem..
randy, as root when i restart the server manually, i have no SYBASE
environment set - it works just when i change the LC_ALL variable..
