Compiling PHP?

I wish to use PHP 4.0 b3 (or PHP3 if necessary) with the Oracle modules. My main skillset is with Oracle and not with windows or PHP at this time, so I need some help. I am using Windows NT 4.0 Server / SP6 and IIS. It appears that the Oracle PHP modules need be be compiled along with modules from Oracle. Is there a note on how to do this? If nothing exists, can someone please tell me what C compiler do I need (I have no C compiler at the moment except an old version of MS C++), what modifications need to be made to the makefile, and how do I bind in the Oracle OCI stuff?
