If you are running on NT, then yes, there does seem to be a problem.
I've reported it as bug number 2886 on the bug
list. ( http://bugs.php.net/version4/bugs.php )
I'm also willing to find and fix the bug if anyone can help me with problems
I'm having getting the source to compile under NT.
Cheers
