external programs on Win32

I've been trying to run CRYPT on WinNT4 using the workaround:
$command = "perl -e \"print crypt('$text, '$seed');\"";
$cryptString = exec($command, $array);
echo $cryptString;
I've also tried using system(), passthru(), and backticks, but I get no
return data from any of these calls. I'm running PHP4 B3 because I'm too
cowardly (and busy?) to try to compile the latest CVS versions, so it has
to run as CGI.
I've actually tried to run a number of basic programs through these
functions, including "dir c:" but to no avail.
Any help?
