zlib/configure problem?

Here is my configure command:

CPPFLAGS=-I/depot/include \
LDFLAGS=-L/depot/lib \
./configure \
--prefix=/site/subsys/www/php_4.0b3 \
--with-config-file-path=/site/subsys/www/php_4.0b3 \
--with-apxs=/site/subsys/www/apache_1.3.9/bin/apxs \
[...snip...]
--with-zlib=/depot/package/zlib_1.1.3 \
[...snip...]
and here is the directory structure at /depot/package/zlib_1.1.3:
include
zconf.h
zlib.h
lib
libz.a
and here is what happens when I do a "make":
checking for gzgets in -lz... no
configure: error: Zlib module requires zlib >= 1.0.9.
Any ideas why the system thinks I'm using an outdated zlib??
