I have been talking with Mr. Rodgers and the combination of Mbrola
(synthesis; http://tcts.fpms.ac.be/synthesis/mbrola.html)
and Festival
(text-to-speech; http://www.cstr.ed.ac.uk/projects/festival/)
seem to be
the best/only choice. I hope to have something to show in terms of PHP
and TTS by tonight.
