Image upload problem

I am trying to upload image files to our server (PHP4b3, WinNT4.0 & IIS 4.0) using the following
code:

<INPUT TYPE="hidden" name="MAX_FILE_SIZE" value="100000">
Send this file: <INPUT NAME="userfile" TYPE="file">
<INPUT TYPE="submit" VALUE="Send File">
</FORM>

{
copy($userfile, "C:\images\test.jpg");
}
?>
The image file does upload but when I try to view it, it is just blank even though the size of the
file is correct.
Any help would be most appreciated.
