It's not just you, but perhaps it's a Gmail issue? For me, any URLs, whether they're pointing to svn.php.net or otherwise, with&amp; get the semi-colon encoded to %3B. Outlook works fine.
I can confirm from looking at the source of the mail messages that they are encoded plain text, and the URLs are correctly not escaped. They display fine for me in Thunderbird. So it looks like this is indeed a mail reader issue, not a mail composition/sender issue. Ben.
